Richard Naccara – President
Richard Naccara is the President of PMC. He graduated from the U.S. Coast Guard Academy in 1980 and has over 30 years of experience in the maritime industry. While in the U.S. Coast Guard, he gained extensive experience with vessel regulatory issues, operations, marine safety, security and environmental protection, and was responsible for the development and implementation of the U.S. Coast Guard Port State Control program on the U.S. West Coast. He has combined that Coast Guard career with subsequent experience consulting on regulatory, technical, security, and crisis management for commercial ship and facility owners and operators. Rick holds a M.S. degree in Public Administration from Golden Gate University.
Whitney Leake - Director of Compliance
Whitney Leake has been with PMC and other Patriot companies for over ten years, and currently holds the position of Director of Compliance. He is a qualified ISM, ISO 9000, and ISPS/MTSA auditor, with extensive experience in conducting safety surveys, security assessments and audits on board and ashore, and is well versed in the VGP requirements for vessels. He performs OPA-90 Qualified Individual duties for PMC`s clients, and facilitates OPA-90 and ISPS exercises for them. He holds the position of Company Security Officer for Patriot Contract Services. Before joining the Patriot companies, Whitney retired from U.S. Coast Guard with the rank of Chief Petty Officer. He held a number of qualifications in a varied career afloat and ashore including pollution investigator, commercial vessel examiner, regulated water front facility inspector, navigator, boarding team member, and instructor at the US Coast Guard`s Marine Safety School. He is a member of the US Coast Guard`s Chief Petty Officer Association and is active in his community.
Shadd Williams – Compliance Manager
Shadd Williams is PMC’s Compliance Manager. He graduated from the U.S. Coast Guard Academy in 1988 with a BS in Marine Engineering. He is an ISM/ISPS/MTSA auditor for vessel and company audits. He currently performs OPA 90 Qualified Individual and Deputy Company Security Officer duties. He performs detailed Root Cause Analysis (RCA) investigations. He provides non-US clients with support during Port State Control visits to US ports and ensures EPA Vessel General Permit (VGP) compliance. He assists clients in ISM compliance issues. He previously worked for American Bureau of Shipping (ABS) for 20 years as a Surveyor, Country & District Manager, and Regional Vice President with extensive experience on vessel and offshore platform classification and statutory regulation compliance issues. He worked on both class/statutory surveys on vessels including new construction projects in S. Korea and the Philippines, and was responsible for managing ABS offices for Northern Europe/West Africa before promotion to Vice President Corporate Classification. He finished his ABS career as the District Manager of US West Coast. Prior to ABS, he was a fully qualified USCG Marine Inspector for commercial ships and offshore platforms, frequently assisting in Asia. Duty stations included Far East Activities Japan.
