Ryan Libhart Pereyda- Principal and CEO
Ryan Libhart became the Principal and CEO of PCS on October 1, 2019. As CEO he is responsible for strategically managing the operations and resources of Patriot, making major corporate decisions, and seeking new business opportunities Ryan is a California Maritime Academy graduate who sailed with Patriot not long after graduation. He has a strong background in the commercial maritime industry and deep technical knowledge, including a Master of Science degree in Electrical Engineering from RWTH Aachen Technical University, in Aachen, Germany. Over the last 15 years, he has held positions of increasing responsibility with APL and Eagle Bulk Shipping.
Lance Bardo - President
Lance Bardo joined PCS in 2011 and is our President. In that position, he has overall responsibility for the performance of PCS, oversees operations issues regarding all of the vessels under PCS management. Lance joined Patriot in 2011 as Technical Manager, was promoted to MSC Program Manager in 2012, and to VP Operations in 2016. Lance completed over 29 years of service in the United States Coast Guard, retiring in 2010 as a Captain. His Coast Guard experience included extensive sea time and command of 7 ships, concluding with the construction, delivery and shakedown of the second National Security Cutter. He has a wide range of staff experience in federal financial and personnel management as well as joint service at the U.S. European headquarters. He is a licensed merchant mariner with a B.S. in Mathematics from the U.S. Coast Guard Academy and an M.S. in Operations Research from the Naval Postgraduate School.
Judy Collins - Chief Financial Officer
Judy Collins is PCS's Chief Financial Officer, a position she has held since the founding of the company in 1997. Judy is a Certified Public Accountant with over 30 years of financial and accounting experience, having graduated from California State University, Chico in 1982. Her experience encompasses external auditing, financial analysis, internal and external financial reporting and general accounting, and at PCS she brings that experience to bear on bidding and financial management of all of PCS's contracts, as well as to ensure that financial review and controls are in place and budgets are tracked, maintained and reported accordingly. Judy spent a significant portion of her career with American President Lines, serving in a variety of accounting and financial management positions before becoming Director, Financial Support Services in 1997.
Timothy Gill - Corporate Counsel
Timothy Gill joined PCS in 2002 after 17 years of private law practice as a maritime attorney and is PCS's Corporate Counsel. Tim began his legal career with the admiralty firm Derby, Cook, Quinby and Tweedt in San Francisco, and then was a partner with Kelly, Gill, Sherburne and Herrera, handling a wide variety of both litigation and transactional matters, including trial work in federal courts and state courts, and commercial, USCG and labor arbitrations. At PCS Tim is responsible for all aspects of company operations, with a focus on legal matters and labor relations. He serves as a trustee on the pension and benefit plans for PCS's three licensed officer unions. He is a graduate of the University of California, Berkeley and earned his J.D. from that university's Boalt Hall School of Law. Tim also holds a PhD in Anthropology (Archaeology) from UC Berkeley.
Shadd Williams – MARAD RRF Program Manger
Shadd Williams is PCS's MARAD RRF Program Manager. He graduated from the U.S. Coast Guard Academy in 1988 with a BS in Marine Engineering. He is an ISM/ISPS/MTSA auditor for vessel and company audits. He currently performs OPA 90 Qualified Individual and Deputy Company Security Officer duties. He performs detailed Root Cause Analysis (RCA) investigations. He provides non-US clients with support during Port State Control visits to US ports and ensures EPA Vessel General Permit (VGP) compliance. He assists clients in ISM compliance issues. He previously worked for the American Bureau of Shipping (ABS) for 20 years as a Surveyor, Country & District Manager, and Regional Vice President with extensive experience on vessel and offshore platform classification and statutory regulation compliance issues. He worked on both class/statutory surveys on vessels including new construction projects in S. Korea and the Philippines and was responsible for managing ABS offices for Northern Europe/West Africa before promotion to Vice President Corporate Classification. He finished his ABS career as the District Manager of the US West Coast. Prior to ABS, he was a fully qualified USCG Marine Inspector for commercial ships and offshore platforms, frequently assisting in Asia. Duty stations included Far East Activities Japan.
Matt Bliven – MSC Program Manager
Matt Bliven serves as the MSC Program Manager, overseeing technical, engineering and management issues for all of the MSC vessels under PCS`s management. Matt joined PCS in 2013 after completing 30 years of service in the U.S. Coast Guard, and attaining the rank of Captain. He has 10 years of shipboard experience, serving as both Chief Engineer and as Commanding Officer aboard several Coast Guard cutters. He brings a wealth of experience to PCS, having supervised fleet maintenance, repair and construction, and directing maritime operations in the Pacific, Arctic, and Far East. Matt is a graduate of the U.S. Coast Guard Academy and holds advanced degrees in Mechanical Engineering and in Naval Architecture & Marine Engineering from MIT. He is a registered Professional Engineer.
