Jordan Truchan - President and Chief Executive Officer

Jordan Truchan has served as President and Chief Executive Officer of Patriot Contract Services since its inception in 1997.  The creation of PCS and its affiliate American Ship Management in that year allowed US Merchant Mariners to retain their jobs notwithstanding the sale of American President Lines to a foreign entity.  Jordan brings over 40 years of executive and engineering management to PCS, covering all facets of international ocean transportation.  After graduating from the California Maritime Academy he began in the maritime industry as a shipboard engineer, holding a USCG license as Chief Engineer.  Jordan then moved into management and held upper management positions with Delta Steamship Lines and Crowley Maritime Corporation before joining the staff of APL.  He worked for APL as its Vice President of Southeast Asia from 1988 to 1994, where he was responsible for all marketing and sales activities in Southeast Asia and its feeder operations company for all of Asia.  From 1994 through 1997, Jordan was APL's Vice President of Ocean Transportation Services.  In that position he was responsible for procurement, operation and charter of APL's ocean transportation network of eight US flag, six non-US flag and 27 time chartered vessels; and he oversaw administration of common carrier slot purchases and twelve Ready Reserve Force vessels under contract with the Maritime Administration, U.S. Department of Transportation.  Jordan is a member of the Board of Directors of the American Bureau of Shipping (ABS) and the US Coast Guard Foundation.

 

Judy Collins - Executive Vice President and Chief Financial Officer

Judy Collins is PCS's Executive Vice President and Chief Financial Officer, a position she has held since the founding of the company in 1997.  Judy is a Certified Public Accountant with 30 years of financial and accounting experience, having graduated from California State University, Chico in 1982.  Her experience encompasses external auditing, financial analysis, internal and external financial reporting and general accounting, and at PCS she brings that experience to bear on bidding and financial management of all of PCS's contracts, as well as to ensure that financial review and controls are in place and budgets are tracked, maintained and reported accordingly.  Like Jordan Truchan, Judy spent a significant portion of her career with American President Lines, serving in a variety of accounting and financial management positions before becoming Director, Financial Support Services in 1997.

 

Timothy Gill - Executive Vice President and General Counsel

Timothy Gill joined PCS in 2002 after 17 years of private law practice as a maritime attorney, and serves as PCS's Executive Vice President and General Counsel.  Tim began his legal career with the admiralty firm Derby, Cook, Quinby and Tweedt in San Francisco, and then was a partner with Kelly, Gill, Sherburne and Herrera, handling a wide variety of both litigation and transactional matters, including trial work in federal courts and state courts, and commercial, USCG and labor arbitrations.  At PCS Tim is responsible for all aspects of company operations, with a focus on legal matters and labor relations.  He serves as a trustee on the pension and benefit plans for PCS's two licensed officer unions.  He is a graduate of the University of California, Berkeley and earned his J.D. from that university's Boalt Hall School of Law.  Tim also holds a PhD in Anthropology (Archaeology) from UC Berkeley.

 

Frank Angelacci – Vice President, Operations

Frank Angelacci joined PCS in November of 2011 as our Vice President, Operations. In that position he manages PCS`s RRF Fleet for MARAD, and he oversees operations issues regarding all of the vessels under PCS management. Frank graduated from the US Merchant Marine Academy at Kings Point in 1980. He worked for PERA(CV) as an engineer responsible for pre-overhaul testing for aircraft carriers. He has sailed as an Engineer on a variety of vessel types including several years as First and Chief Engineer on APL`s C10 Class vessels, coming ashore briefly in 1996 to assist American President Lines as a Port Engineer responsible for breaking out and activating ships from the Suisun Bay Reserve Fleet. He then spent six years working as a Technical Superintendent at Patriot company American Ship Management, then became Fleet Technical Manager for APL Maritime Ltd. in 2005, where he managed projects ranging from vessel conversions to shipyard availabilities and cutting edge technical initiatives. Frank has very broad experience in maritime technical, business and operations management, including environmental and safety programs.

 

Lance Bardo – MSC Program Manager

Lance Bardo is PCS`s MSC Program Manager, overseeing technical, engineering and management issues for all of the MSC vessels under PCS`s management. Lance joined PCS in 2011 after completing over 29 years of service in the United States Coast Guard, retiring in 2010 as a Captain. His Coast Guard experience included extensive sea time and command of 7 ships, concluding with the construction, delivery and shakedown of the Coast Guard`s newest, largest ship, USCGC WAESCHE. He has a wide range of staff experience in federal financial and personnel management as well as joint service at the U.S. European headquarters. From 2001-2003 he managed the 23 largest ships of the Coast Guard`s Pacific Fleet including post 9-11 operations and support of Operation Iraqi Freedom. He also helped develop and manage the post 9-11 maritime security teams that provided protection to the West Coast Military Sealift Command outloads for Operation Iraqi/Enduring Freedom. Lance`s recent commercial marine projects include technical consulting with a major Pacific shipyard developing a proposal for a new class of ships, and management of an anti-piracy project. He is a licensed merchant mariner with a B.S. in Mathematics from the U.S. Coast Guard Academy and an M.S. in Operations Research from the Naval Postgraduate School.

 

John Howe - Senior Operations and Contracting Advisor

John Howe is PCS`s Senior Operations and Contracting Advisor. John joined the Patriot management team in October 1999 as LMSR Program Manager, and brings over 40 years of experience in ship operation, maintenance and management to the Patriot management team. At the end of 2011 he retired from full time duties at PCS, but he remains part of the Patriot team. Prior to joining PCS, John was on active duty in the U.S. Navy for 29 years, with the last four of those years at Military Sealift Command Headquarters as Assistant to the Director of Engineering. He has extensive experience in vessel material condition assessment, as well as contracting for and managing large dollar value ship overhauls, repair and alteration projects.

 

Lisa Hernandez - Senior Manager, Government Contracts

Lisa Hernandez works in the capacity of PCS's Senior Manager, Government Contracts, and is responsible for ensuring compliance with all of PCS's Government vessel management contracts, including managing deliverables, overseeing invoicing and payment of reimbursables, quality assurance, security and supporting SQMS processes.  Drawing on her training as a paralegal, Lisa has over twenty years of experience in handling maritime claims, and performs those duties for PCS as well.  She graduated from San Jose State University with a Bachelor of Science in Business Administration, concentrating on management.  She worked for American President Lines from 1991 through 1997, and joined Patriot immediately upon its founding in 1997.

 

Glenn Kovary - Port Captain

Captain Glenn Kovary is the Port Captain at Patriot Contract Services, responsible for a broad array of tasks relating to ensuring proper vessel operations and safety, including managing the company's Safety and Quality Management System.  He joined PCS in 2011 after a career at sea, which began with his graduation from the California Maritime Academy in 1978 and continued through an ascending series of deck officer positions on both commercial and US Government (RRF) vessels.  Before coming ashore Glenn spent fifteen years as the Master of APL's C-10,  C-11 and J-10 class vessels PRESIDENT JACKSON, PRESIDENT GRANT, APL KOREA and PRESIDENT KENNEDY.  He has also worked for Matson Navigation Company and Keystone Shipping Company, and is an expert in all aspects of vessel operations, including ship handling and harbor maneuvering, navigation, lashing systems and cargo loss.

 

Chris Bond - Technical Manager

Chris Bond serves as PCS's Technical Manager for its LMSR fleet and the USNS WATERS, handling all technical and engineering issues for those vessels.  He began in the maritime industry by obtaining a BS degree in Marine Engineering Operations from Maine Maritime Academy, and has also studied at the Calhoon MEBA Engineering School.  Although Chris also has land-side engineering experience, for most of his career he has been involved in numerous capacities with the ships of the Military Sealift Command.  He worked directly for MSC as an Assistant Engineer from 1989 through 1998, and he has worked on board MSC vessels as a First Assistant Engineer for PCS and a First and Chief Engineer for Horizon Lines.  He holds a Chief Engineer's license, unlimited horsepower.  Chris also has significant experience as a Port Engineer for MSC vessels, and is a Registered Professional Engineer.

 

Pat Austin - Technical Manager

Pat Austin is PCS's Technical Manager for the USNS MARTIN, ensuring the safe, reliable and cost-effective operation of that vessel. After obtaining a BS in Marine Engineering Technology from the California Maritime Academy, Pat worked as a Chief Engineer on Sea-Land/CSX/Horizon Lines vessels for two decades, then served as a surveyor for the American Bureau of Shipping and a Superintendent and Port Engineer for APL and Horizon Lines respectively. He has extensive experience in the drydocking of vessels as well as a current license as a Chief Engineer Steam, Motor and Gas Turbine Unlimited Horsepower.
